Summerville Resident Heads Charleston Foster Care Program

CHARLESTON, S.C., April 9, 2012 /PRNewswire/ -- Gordon Johnson, CEO of Neighbor to Family (NTF) announced the appointment of Dr. Kay W. Phillips as executive director of the organization's new Charleston, South Carolina sibling program. NTF is an organization that specializes in keeping siblings together when foster care is necessary.  The South Carolina Department of Social Services has contracted with NTF to provide services to abused and neglected siblings in the Trident area.  Berkeley, Charleston and Dorchester counties make up the Trident. 

Dr. Phillips, who will begin her duties at NTF on April 16th, was most recently the executive director of Children in Crisis, Dorchester Children's Center in Summerville, South Carolina. Her distinguished career includes teaching at the college level and private practice Employee Assistance Program counseling.  Dr. Phillips earned PhD and Masters of Social Work degrees from the University of South Carolina, Columbia, SC.  She earned her Bachelor's degree from Limestone College in Gaffney, SC.

As executive director, Dr. Phillips will be responsible for organizing the new office from the ground up.  She will recruit, train and manage a professional network of social workers, therapists and foster parents.  Neighbor to Family is the nation's leading proponent of keeping siblings together in foster care. The NTF model also works to return children back to their birth parents as soon as possible or arrange for adoption into a caring family.
